China Agent Customs & Tax Guide
The question every first-time agent buyer asks is "will I get taxed?" — and most answers online are years out of date. The rules changed substantially in 2021, and they changed again on 1 July 2026. This guide sets out what actually applies now to a parcel arriving from a China shopping agent, with the numbers, so the bill on your doorstep is not a surprise.
One thing up front: this explains what the rules are. It is general information, not tax or legal advice, and it deliberately contains nothing about dodging charges — see the last section for why.
There are three charges, not one
Nearly all the confusion comes from treating "customs" as a single thing. It is three separate charges with different rules:

The third one is the one people forget, and on a small parcel it is often the largest line on the bill.
The EU: what changed on 1 July 2026
This is the headline development and it is recent enough that most guides still have it wrong.
Import VAT has been due on imported goods of any value since the 2021 e-commerce reform removed the old €22 relief. There is no VAT-free threshold. Where a seller is registered for IOSS, VAT on consignments up to €150 is collected at checkout instead of on arrival, which is why some parcels seem to sail through — the VAT was already paid, not skipped.
Customs duty is the part that changed. Until mid-2026, consignments under €150 entered the EU free of customs duty. From 1 July 2026 that de minimis relief is abolished. In its place sits an interim flat €3 customs duty on qualifying low-value consignments sold to EU consumers.
Two details matter more than the headline:
- It is charged per tariff line, not per parcel. A consolidated box containing three genuinely different categories of goods can attract the €3 more than once. A parcel of one kind of item attracts it once. Exactly how it lands depends on how the shipment is declared.
- It is temporary. The flat charge is a stopgap until the EU Customs Data Hub for e-commerce comes online, expected around 1 July 2028. After that, normal classification-based duty rates apply to every parcel regardless of value — a much bigger change than the one that just happened.
Above €150, nothing new: ordinary duty rates and import VAT apply as they always have.
The UK: the £135 line
The UK did not follow the EU's 2026 change and works on its own threshold of £135:
- At or below £135: no customs duty on non-excise goods, and the seller is supposed to have charged UK VAT at the point of sale.
- Above £135: import VAT is due to the delivery company on the full package value — goods, postage, packaging, insurance and any duty — plus customs duty at the rate for that product.
- Gifts of £39 or less are VAT-exempt. An agent order is a purchase, not a gift, no matter who posts it.
The numbers you need
Standard VAT rates in the markets most agent buyers ship to:

And the duty rates that bite once you are over a threshold. These are indicative MFN rates for the common categories: around 12% for most garments, and roughly 8% to 17% for footwear depending on the upper material, with textile uppers at the top of that band. The authoritative rate for any specific item is whatever its classification code carries in the EU's TARIC database or the UK Trade Tariff — check the code rather than trusting a rule of thumb, because footwear in particular swings by more than double across categories.
Two worked examples
A €90 parcel of clothing into Poland. Under €150, so the interim flat duty applies rather than a percentage: €3 for a single tariff line. Import VAT at 23% is due on the value including shipping and that duty. Then the courier's clearance fee on top. The duty is trivial; the VAT and the handling fee are the real cost.
A £200 parcel of shoes into the UK. Over £135, so both apply: customs duty at the footwear rate for that specific code, then import VAT at 20% calculated on goods plus shipping plus the duty just charged. VAT is charged on top of duty, not alongside it — that compounding is what makes larger parcels land harder than people expect.
What this means for how you order
- Expect a bill, and price it inAssume VAT plus a small duty plus a clearance fee on anything arriving from an agent. An order that only makes sense if it slips through unnoticed was never a good order.
- Consolidate, but understand the trade-offFewer parcels means fewer handling fees, which is usually the bigger saving. But a bigger parcel is more likely to cross a threshold, and under the EU's interim rule a box spanning many different product categories can attract the flat duty several times. Neither extreme is automatically right.
- Check the code, not the rumourDuty rates vary enormously within a category — footwear ranges from single digits to seventeen percent. If a purchase is big enough for the rate to matter, look up the actual classification in TARIC or the UK Trade Tariff.
- Watch the 2028 dateThe flat €3 is a stopgap. When the Customs Data Hub arrives, classification-based duty is expected to apply to every parcel regardless of value. That is the change worth planning around.
The thing this guide will not do
There is a large amount of content online about getting parcels through without charges. This is not that, for two reasons.
The first is straightforward: declaring a value or a description you know to be false is a false customs declaration. The downside — seizure, penalties, losing both the goods and the money you paid — is out of all proportion to a charge that is usually a few euros of duty and a percentage of VAT.
The second is a distinction worth being precise about, because the two questions get run together constantly. Tax and admissibility are separate matters. Paying import VAT and duty settles a tax obligation. It says nothing about whether the goods are permitted to enter at all. Customs authorities detain goods that infringe registered trademarks independently of whether tax has been paid on them, and they do it at scale: EU authorities reported detaining around 20 million articles at the border in 2024, an estimated €1.5 billion and a ten-year high, with roughly 112 million items intercepted in total once the internal market is included. Whatever you order, order it understanding that these are two different questions with two different answers.
The short version
Import VAT applies to essentially everything, at your country's standard rate. In the EU, the €150 duty-free threshold ended on 1 July 2026 and a flat €3 per tariff line took its place until roughly 2028. In the UK, £135 remains the line, with duty and VAT above it and VAT charged at the point of sale below. Add a courier clearance fee to any of the above. None of it is large enough to change whether an order makes sense — but all of it is large enough to annoy you if nobody mentioned it first.
