Poczta Polska is unusually direct about the first of those: the charge follows from EU rules and is not a Poczta Polska fee — the operator collects it and hands it to the tax administration. That is worth internalising, because it tells you exactly which parts of the bill are arguable and which are not. The duty and the VAT are set by law and identical whoever carries the parcel. One number to be careful with: an older figure of 8.50 zl for the postal declaration still circulates widely in write-ups about Polish imports. Since 1 July 2026 the EU's old relief for consignments up to 150 euro is gone. Read what that does to the usual advice. Everywhere else on this site, and in every freight guide ever written, the enemy is weight. Here the enemy is variety. Adding a sixth identical shirt to a Polish order costs you nothing at the border. Adding one cap costs you 3 euro before VAT. A haul of ten different things and a haul of ten of the same thing weigh the same, ship the same and clear completely differently.
It is worth noting that the Dutch carrier describes the same EU rule with a different emphasis — there, the count follows whatever lines the sender wrote on the customs form, and PostNL warns you could order three pairs of trousers and still owe 9 euro if they were listed separately. Same regulation, two national operators, two framings. The practical conclusion is the same in both countries and worth acting on: ask your agent how the parcel will be declared and whether identical items are grouped onto one line. Grouping ten identical shirts as a single line of ten is an accurate description of the contents. Splitting them into ten lines is also accurate and costs you 27 euro more. That is a formatting question and a fair one to ask.
What you should not ask for is a declaration that misdescribes the parcel. Under-declaring value or mislabelling contents is precisely what the new charges are being levied to fund supervision against. The saving is a few euro; the exposure is the whole parcel. 3. The zloty conversion, and why it is fixed for a month
The duty is written in euro, and you pay in zloty. The rate that bridges the two is not the rate on the day your parcel lands, and this is the Polish detail worth knowing.
Polish customs applies the National Bank of Poland rate published on the penultimate Wednesday of the previous month, and that rate is then used for the whole of the following calendar month — the mechanism set out in article 53 of the Union Customs Code. The tax authority publishes the resulting table of euro equivalents in zloty for customs purposes.
Two consequences follow, and both are useful:
- Your duty per product type is knowable before you order. Look up the month's customs rate, multiply by three, and you have the exact zloty figure per type — a number that will not move while the parcel is in transit, regardless of what the market rate does.
- Month boundaries matter slightly. A parcel clearing on the last day of a month and the same parcel clearing a day later can carry a marginally different duty in zloty. It is a small effect, but it is the only timing effect on this page that you actually control, and it is the opposite of the usual advice to clear as fast as possible.

Poland's standard VAT rate is 23%, and import VAT is not charged on the goods alone. The base is the customs value plus the transport cost plus the duty you have just paid — tax calculated on top of tax, the same structure as in Germany and the Netherlands.

Almost every consumer parcel takes the simplified route at 20 zloty. It is worth knowing what the alternative costs, because the difference is not marginal. Poczta Polska publishes all of it:

Look at the shape of that table rather than the individual numbers. The full route is six times the simplified one, and it then charges again per tariff item — so a varied parcel is penalised twice over: 3 euro of duty per product type, and 10 zloty per additional tariff item. Poczta Polska handles declarations for parcels up to 1,000 euro addressed to individuals and companies. Above that, or where the goods need a licence or certificate, expect the process to move outside the simplified path.
6. What is still coming
Two dates are worth putting in your calendar, because both change the numbers above.
1 November 2026 at the latest: an EU-wide handling fee. Poland has not introduced a national one — unlike France, which started charging on 1 March 2026, and Italy and Romania, which already had theirs — and is waiting for the European version instead. The European Commission representation in Poland says the amount will be set in a delegated act and based on minimum costs. It has not been published. Figures are circulating in trade press; treat them as estimates rather than rules, and check the position before a large order.
1 July 2028: the 3 euro flat duty ends. It is explicitly a temporary bridge. From that date, parcels are to be dutied on ordinary tariff classification like any other import, once the EU customs data hub is running. In practice that means the "3 euro per type" arithmetic on this page has a known expiry date, and the replacement will depend on what you actually bought rather than how many kinds of it there were.
7. What this means for how you order
